The Taunton Public Library is looking for a couple of good security workers to discourage people from loitering inside and directly outside of its building at 12 Pleasant St. 

“It’s a constant problem,” library Director Susanne Costa Duquette said. “It’s just become really difficult to ensure a pleasant atmosphere.” 

Duquette, who has served as director for 25 of her 34 years with the library, said she and her staff have seen an uptick during the past 18 months of people who appear either unemployed or homeless who insist on sitting on the front steps of the library or on the ornate benches below. 

“It’s a nuisance. They’re just hanging out,” she said. “The whole neighborhood is suffering.” 

Duquette said she and her board of trustees decided earlier this month to post notices in city hall advertising two part-time security positions, each for 18 hours per week. The job pays $12 per hour and will be paid out of the library’s operating fund. 

She said they so far have received a handful of applicants but have yet to conduct interviews. They decided to extend the offer to attract more candidates, she said. 

Duquette said she would like to hire someone with either a criminal justice or military background. 

She admits that the two workers combined will only provide 36 hours of coverage during the 64 hours the library is open in a week. But she said she’ll make sure that they are “constantly moving” to ensure that people stop treating the library and its grounds as if it were a bus station.

“If someone wants to lie down on the third floor or try taking out 200 DVDs, or stay in the bathroom or talk about their plans for the day very loudly, we deal with it,” she said.

Duquette also said her two-man custodian staff is subject to nearly constant abuse from the time they start their day at 8 a.m. and ask people not to park in the library’s small parking lot. 

“Some of them are extremely nasty and swear at our guys,” she said. 
Duquette said people serving jury duty or who have court cases often comply and park in the municipal lot next door. But she said others, including lawyers, are often rude and sometimes threatening.

That’s because President Barack Obama’s promise to rein in the deportation of people without serious criminal records largely has been a failure, according to immigration attorneys and advocates. 

In June 2011, the Obama administration announced new ground rules for applying “prosecutorial discretion,” or PD for short. The policy would focus immigration enforcement on serious criminals and high-priority immigration violations while allowing vast numbers of families facing deportation to stay in the country.
