Top police officers are
telling forces around the country not to enforce 20mph speed limits, Parliament
has been told.
The admission from the Association of Chief Police
Officers leaves it up to cash-strapped local authorities to enforce the law on
their streets as a growing number of cities, including Manchester and Liverpool,
move to city-wide 20mph limits.
MPs expressed their astonishment at the
disclosure from assistant chief constable Mark Milsom that police had decided
against enforcing the lower speed limit in residential areas. “We are not
enforcing 20mph speed limits at this moment in time,” Mr Milsom told a
Parliamentary hearing into cycle safety.

Ian Austin MP, co-chair of the inquiry, said
he was “disappointed and dismayed” by the “unacceptable” admission that police
appeared to be turning a blind eye. He added: “I think all too often we see the
people responsible for really serious injuries or deaths on the roads get away
scot free or with derisory sentences and I think there needs to be greater
emphasis on cycle safety from the police and the CPS.”

Norman Baker, the transport minister responsible for
cycling said: “My view is that the law of the land is the law of the land.
Parliament sets the law of the land and it is the police’s job to enforce it.”
He said he was coming under “quite considerable pressure from local
councils” to have 20mph limits enforced.
A 20-year study from 1986 to
2006 found that 20mph limits cut casualties by 42 per cent. Young children in
particular appear to be protected by the initiative which is shown to have a
greater impact on fatalities and serious injuries than on minor injuries. ACPO
said that limits were being maintained by speed cameras and speed bumps designed
to slow traffic
A spokesman said: “It is for local police forces to
apply a proportionate approach to enforcement of 20mph limits based on risk to
individuals, property and the seriousness of any breach. Where drivers are
exceeding the speed limit through wilful offending, we would expect that
officers will enforce the limit and prosecute offenders.”
Mr Baker said
that David Cameron, Nick Clegg and George Osborne were all in favour of
promoting greater uptake of cycling in Britain. However, the cycling minister
acknowledged that he had never met the Prime Minister to discuss the issue.
He like other witnesses to the inquiry paid tribute to The Times
campaign. Jon Snow, the broadcaster and President of CTC cyclists’ organisation,
said: “I doff my hat to The Times for the most remarkable campaign. It has
heightened political awareness and we would not be here without it.”
